I guess leader of the Soviet Union from the mid-1920s, Joseph Stalin was wrong on this. But he wasn’t even thinking about Nigeria in the context of the above quote though. Nigerians, at the recently conducted presidential election performed the functions of the voters, Electoral Officers as well as Returning Officers, especially those on twitter.
